chore(docker): Drop the toolchain from images that compile nothing (#1047)

python3/make/g++ went into these four images for sqlite3, which #963
removed. What is left with an install script is `secp256k1`, and it ships
a linux-x64 prebuild -- so on the architecture CI builds, the toolchain
compiles nothing at all. On arm64, where secp256k1 has no prebuild, it
compiles a module this repo never calls: it is reachable only through
@bitgo/utxo-lib -> bip32utils -> bitcoinjs-message, and nothing here
signs or verifies Bitcoin messages.

Solana keeps its layer. ws's optional accelerators, bufferutil and
utf-8-validate, also publish no linux-arm64 prebuild, and dropping them
costs real throughput on a service whose RPC is websocket-heavy.
