test(signals): deflake attribution-waterfall-eval — condition-driven waits

Fixed-clock waits (wait(40) against real 15ms sleep chains) raced loaded
CI runners; three docs-only commits failed on this suite, twice on the
same SHA. Positive expectations now deadline-poll until their event
exists; negative expectations poll until the terminal flight provably
LANDED (observed through the reading effect's value) and assert absence
after one extra settle turn. Timing-magnitude assertions (sequentialMs
floors) are unchanged — real timers only run long, never short.
