Feature #2858 produtil - remove sqlite3 dependency (#3344)

* lazy import sqlite3 package only when it is used, deprecate ProdTask to move towards removal

* replace produtil ProdConfig with SimpleConfig

* remove produtil config

* remove other produtil files that are no longer used

* remove note about packages that were removed

* add unit test to ensure nocheck config getter functions do not set the config variable to the default value

* change exit codes so that 0 (success) is returned for a successful run or usage (help) statement is requested, 1 (fail) is returned if no arguments are provided, 2 (fail) is returned if an error occurs in the run, and 3 (fail) is returned if an exception is thrown

* Use python instance created in METbaseimage to call run_metplus.py unless another python env is requested to ensure base image python is working properly. Refactor to reduce cognitive complexity

* refactor to remove redundant or unused code and put all config handling into METplusConfig to remove need for a parent class

* add blank line back to prevent unnecessary diff

* remove functions that are not used

* Apply batched suggestions from code review
