Pool: sequential retry rounds; parse structured RateLimit-Limit headers

Retry rounds of executePool() now send one request at a time. Resending
the failed requests concurrently re-tripped the endpoint's burst limit
(observed on /api/accounts, 1 request/s: one of ten requests exhausted
its attempts); sequentially all succeed.

RateLimit-Limit is a structured header ("10, 10;w=1, 150;w=60"); it was
parsed as non-numeric and reported null. RateLimit now exposes limit,
per-window quotas and burstLimit().

GuzzlePoolTest verifies laziness, the concurrency bound, result order
and retry-round contents against an asynchronous fake handler.
