Compile without Error Prone on runtimes older than Java 21

Error Prone 2.50 is built for Java 21 and javac 17 loads every plugin on
its processor path before asking whether it is enabled, so the Java 17
CI leg failed with UnsupportedClassVersionError. On a pre-21 runtime the
Error Prone jars stay off the path and the plugin is disabled; the 17
leg still compiles, tests, and gates to prove the API floor, and the 21
and 25 legs carry the lint. Verified on a local JDK 17 and JDK 26.
