docs(backlog): file the usage.md compact-mode claim and codex copy drift

usage.md:102 lists compact mode as working in multi-file stdin mode, but
compactApplicable returns false whenever --stdin is set. Notes that the same
phrase at line 93 is correct, since it documents --compare-old/--compare-new
where CompareReader does honor contextLines.

Also records that plugins/codex/skills/revdiff/references/usage.md has drifted
past this one line and needs a resync rather than an edit.
