utils.portage: quiet the fetcher used by doebuild

Portage hands the fetch command this process's terminal, so with
several packages updated at once every wget progress bar redrew the
same line and the output became unreadable.

Insert --no-verbose (wget) or --silent --show-error (curl) ahead of
the configured arguments of every FETCHCOMMAND and RESUMECOMMAND, and
back the change up so the config.reset() call inside doebuild() keeps
it. The flags go first, so an explicit --verbose in the user's own
setting still wins.
