Add a visibility column to the Export model

**Rationale**
We want to be able to target exports for public or administrative use.
Public exports should not include private works or files. Administrative
exports may include private works and files.

**TODO**
* Add export level options in the confirmation for Public vs. Private
* Add download authorization to export_file attachments
* Filter works and files added to the export_file based on visiblity level
