feat: adopt Motion 13.2 effect registry, three/vgpu subpaths (#479)

* build(deps): bump motion and motion-dom to 13.2.0

- Upstream 13.2.0 reduces spring generator filesize/cost, uses the
  analytic derivative for inertia boundary bounces, and adds the effect
  registry (animate.addEffect, createEffect options, motion/three,
  motion/vgpu). No public API change in this package.
- Add motion-utils to minimumReleaseAgeExclude so every motion upstream
  resolves same-day alongside motion, motion-dom and framer-motion.
- Patch changeset.

* docs(plans): add motion-13.2-effects batch

Four executor plans to bring Motion 13.2.0's effect registry into the
public API: animate.addEffect/createEffect typing and re-exports,
custom-effects demo/docs, motion/three and motion/vgpu subpaths, and a
Three.js example. Rejected items recorded in the batch README.

* feat: expose animate.addEffect and createEffect (Motion 13.2)

- Type `addEffect` / `removeEffect` on the re-exported `animate` so
  custom effects can be registered without a cast; generic signature
  instead of upstream's `AnimateEffect<any>` to satisfy the repo lint.
- Re-export `createEffect`, `MotionValueState` and the Effect /
  AnimateEffect / EffectOptions / EffectRead / EffectTest /
  AddEffectValue / EffectKeyframes / EffectTransition types.
- Keep upstream's `.get()` accessor on `propEffect` via an intersection
  re-type.
- Unit tests: re-export identity, registry runtime behaviour, and
  compile-only assertions for the widened ObjectTarget.
- Minor changeset.

  the done-criteria grep matches trunk's export ordering.
