Remove lograge in favor of semantic logger (#6190)

Lograge recommends not using logging for exceptions (see https://github.com/roidrage/lograge#logging-errors--exceptions),
and it requires extra configuration.  With our current lograge setup,
exceptions still get logged, but not in the nice one-line format, instead
the backtraces take up several lines in the logs.

Semantic logger does one-line exception logs without additional configuration
needed.
