ci: add --no-bail to lerna test and lint invocations (#10356)

By default, Lerna stops on the first package failure and terminates running sibling tasks. In multi-package CI jobs (such as the bulk test-the-rest job, test-auth, and linting), this causes several issues:
1. In-flight sibling test runners (like Karma/Chrome) are killed abruptly mid-test with SIGTERM.
2. Remaining packages in the job are skipped ('--nx-bail=true'), requiring multiple CI round-trips to uncover all test or lint failures.
3. The step exits with code 130 (SIGINT) rather than a standard failure code, obscuring whether the failure was an infrastructure crash or an assertion/linter error.

Adding --no-bail allows all package suites in a job to run to completion. This ensures CI reports the full set of package results in a single run and exits with a standard failure code (code 1) with complete error logs intact.

Trade-off: Failing jobs will run longer since sibling packages will no longer cancel immediately upon the first failure.
