ci: Stop cross-compiling for arm64 on every push (#1034)

The nightly multi-platform run builds all 27 images for
linux/amd64,linux/arm64, the Rust gatekeeper among them, and builds the
full image where this job stopped at the builder stage. So the per-push job
was a narrower second copy of coverage that already existed.

Its comment claimed it was the only job building for a foreign architecture
and that publishing was the only other thing targeting arm64. Neither has
been true since the nightly workflow existed, and reading it as current is
how the job came to be proposed as a merge gate.

The trade is timing: an arm64 cross-compile break now surfaces in the
nightly rather than on the push that caused it.
