acctz: use DUT time and test context for record subscriptions (#5347)

ACCTZ-1.1, Record Subscribe Full:
use helpers.GetRouterTime to avoid failures caused by host/DUT clock skew.

ACCTZ-4.2, Record Payload Truncation:
use t.Context call so it is cancelled with the test.

This makes both tests follow the helpers.GetRouterTime and t.Context  pattern already
used by other ACCTZ RecordSubscribe tests.
With these changes, both tests pass on Arista EOS.
