Route Claude workflows through the Stacklok LLM gateway (#6498)

Point the three Claude Code Action workflows at per-workflow gateway
keys instead of a single shared Anthropic key, and send their traffic
through the internal gateway.

- claude.yml uses STACKLOK_GATEWAY_KEY_CLAUDE_TAG
- issue-triage.yml uses STACKLOK_GATEWAY_KEY_ISSUE_TRIAGE
- release-notes.yml uses STACKLOK_GATEWAY_KEY_RELEASE_NOTES
- All three set ANTHROPIC_BASE_URL to the gateway endpoint
