Use the final allowedNamespacesForBinding key and describe the rejection

Follows the implementation in #664: the list annotation is named
services.cloud.sap.com/allowedNamespacesForBinding, its value is a
comma-separated list without spaces, and a rejected cross-namespace
binding gets the Succeeded condition set to false with the reason
Blocked and the operator's not-found-or-not-allowed message.
