[api] Remove TxStatusBatch (#169)

- Improvement (improvement to code, performance, etc)

#### Description

- Remove `TxStatusBatch` from `api/committerpb/status.proto` and
regenerate `status.pb.go`.

#### Additional details (Optional)

- fabric-x-committer now owns the envelope as `servicepb.TxStatusBatch`.
- `TxStatus`, `Status`, `TxRef`, `TxIDsBatch`, `Notifier`, and
`QueryService` are unchanged.

#### Related issues

- resolves #168
