Fix reviewer api docs + Add official UNESWA logo to footer (#224)

* [#222] Split the reviewer add/remove views so the docs match the API

One APIView served both /admin/publication-reviewers/{pk} and
/{pk}/{user_id}, so DRF mounted both handlers on both routes. The two
handlers take different kwargs, which made half the documented surface
uncallable:

  DELETE /{pk}            -> delete() missing user_id     -> 500
  POST   /{pk}/{user_id}  -> post() unexpected user_id    -> 500

Both were listed in Swagger as real operations. The same duplication
collided the operationIds, and drf-spectacular resolved it with numeral
suffixes -- which is where `publication_reviewers_add_2` came from.

One class per route. The schema now emits POST on /{pk} and DELETE on
/{pk}/{user_id} and nothing else, the suffixes are gone, and the two
combinations that never worked answer 405 instead of raising.

URL names are unchanged, so the existing tests still resolve.
