Pin hdx_site to stage explicitly rather than relying on machine defaults

HDX_SITE was left as None, so setup_hdx_configuration()'s Configuration.
create() fell back to whatever ~/.hdx_configuration.yaml says on whichever
machine runs this - correct by accident on this dev machine, but this is a
comparison/testing deployment and must not silently resolve to prod on a
machine (or the eventual Azure deployment) with a different or absent
default HDX config.
