fix(control): split the pane parsers out of ControlDispatcher

#529 and #530 each stay under the 1000-line limit on their own branch, but
together they put ControlDispatcher.swift at 1003 and swiftlint --strict fails
the file. Move PaneSelection and the four pane parsers into their own extension,
following ControlDispatcher+Hud/+Pick/+Zmx.

Docs the two PRs left behind:
- parsePane's godoc and reference.md's error catalog now name session.paste,
  which #529 added to the pinned-string set. The catalog also names font.*,
  missing from the invalid-pane half.
- control-api.md states that a read-back is any observable read, not
  necessarily a response field: session.paste --pane is covered by
  session.text --pane, and only session.restore carries result.pane.
- annotate-pane-output's README no longer says session paste takes no --pane.
- parseSurfacePane's godoc drops its history clause.
