[change] Added reserved subnets in address allocation graph #114

- Reserved Subnets: Added support for reserved subnets across the
  allocation graph and subnet visual display UI.
- API: Introduced a dedicated REST API endpoint to supply reserved subnet data.
- Performance: Migrated graph rendering to fully asynchronous loading and
  other small optimizations.

Closes #114
