### What kind of change does this PR introduce?

* Currently, if files for all 12 months are not available for a given
year, that year is still processed. Add a boolean option to control
whether complete years are required. If enabled for a given dataset
(e.g., CaSR), incomplete years are skipped with a warning. By default,
complete years are not required (e.g., ORRC).

### Does this PR introduce a breaking change?
No.
