[4.6.0] fix: prepare module test runtime (#239)

Follow main's behavior by falling back when Xvfb is unavailable and keeping the bundled CTest driver rooted at the checked-out project.

Adapted from changes originally introduced through 5176df6 ("Create and recognize standalone Holoscan Modules (#225)", 2026-08-24).
