support fractional simple timezone offsets like 3.5

Added support for fractional timezone offsets like 3.5 (Tehran, Iran).
Was an open TODO in the test for userauditor I found while fixing the
alternate_addresses substring match.

Note: settings like 3.3333 will not produce 20 minute offsets due to
1/3 not having an exact representation. Wikipedia only shows timezone
offsets on the 15, 30 and 45 minute offsets currently in use. So this
should not be an issue and is not addressed using a round().
