add `tinyInt1IsBool` and make it default (#1805)

Signed, non-ZEROFILL TINYINT(1) result columns are treated as booleans
by default. `tinyInt1IsBool=false` restores the previous integer
behavior.

When enabled:

- ColumnType.DatabaseTypeName() reports BOOLEAN.
- ColumnType.ScanType() reports bool for NOT NULL columns and
sql.NullBool for nullable columns.
- Scan(&any) returns bool (0 is false, nonzero is true).

Both text protocol and prepared-statement/binary protocol results are
handled.
TINYINT(1) UNSIGNED and other TINYINT display widths are not affected.

The signed/non-ZEROFILL condition follows MySQL server's own special
handling of TINYINT(1) for connectors (Field_tiny::sql_type()).
