Fix ARO operator identity replacement (and the identity replacement E2E test) (#5067)

* Restart ARO operator on MIWI cluster updates to pick up changes to the ARO operator identity

* Instead of picking a random operator identity to replace in the test, unconditionally replace the ARO operator identity

* Relocate the Cluster CR and ARO CO status checks to the identity replacement test

* Restore the operator condition checks to operator.go so they're checked on CSP clusters as well

* Update the "updates must restart the ARO operator" test to include MIWI clusters

* Remove comment - Copilot correctly pointed out that I had something wrong (old identity cleanup is deferred, not done immediately)
