refactor: declare timestamp precision on OutputFormat

Each serialized output format now carries a timestamp_precision
(RowBinary 9/ns, NDJSON 6/us) and MappingConfig.to_nif_map/1 applies it
to datetime64 fields at compile time, replacing the per-field precision
rewrite in OtelDefaults' :ndjson variant. Field definitions stay
identical across formats; the format is the single place a reader learns
the emitted unit.
