Put the summary comment last in Justfile doc comments

just takes exactly the last comment line before a recipe as its doc, and
ignores anything above a blank `#` separator, so the multi line headers on
build, release, and unreleased were listing a trailing fragment of the
rationale in place of the summary: "applied.", "the gates CI applies
before it will publish that tag.", and "is about to ship, so it is written
once here.".

Move the summary line down to sit immediately above each recipe, with the
rationale above it. `just --dump --dump-format json` now reports the
intended doc for all three.
