build(deps): update nanopub-java to 1.94.0

Brings in the pieces needed for restricted registry and query services
(issue #671): RegistryInfo now exposes isLocalInstance, publishing accepts
protected nanopubs on a local-instance registry, and an explicitly
configured instance list wins over the cached one in ~/.nanopub.

The release also refuses to sign or publish a grlc query whose SPARQL does
not parse. Both signing call sites and the preview publish already report
such a failure through their feedback panel, so it surfaces as a form error.
