Fix TagBot: drop the broken DOCUMENTER_KEY SSH input

TagBot aborted on every run that actually had a version to tag:

    ValueError: SSH key does not appear to be a valid private key.
    Expected either a PEM-formatted key ... or a valid Base64-encoded key.

The DOCUMENTER_KEY secret is not a usable private key, and nothing else
reads it -- the docs job in CI.yml deploys with GITHUB_TOKEN. Removing
the ssh input lets TagBot push tags with GITHUB_TOKEN instead, which is
all it needed. Every release so far had to be cut by hand as a result.

Also add the permissions block TagBot needs for changelog generation and
a lookback input so a manual dispatch can reach back past missed runs.
