Take `Executor` local mode out of experimental options (#3288)

### Summary
Taking local mode simulation out of experimental options. This involves:

1. Integrating `ExperimentalSimulatorOptions` with `ExecutorOptions`,
`EstimatorOptions`, and `SamplerOptions`
2. Removing the old `SimulatorOptions`
3. Renaming `ExperimentalSimulatorOptions` to `SimulatorOptions`
4. Removing the legacy local mode path

Fixes #3277 and closes #3053
