docs(skill): trim agterm skill frontmatter to fit the listing cap (#528)

Claude Code caps a skill's listing entry at 1536 chars and Codex does not
parse when_to_use at all, so half the frontmatter never reached either
agent - the entry was cut mid-list at surface.zoom. Fold the capability
list into a 956-char description and replace the dotted command
enumeration with the phrases a user inside a session actually types.
