feat: expose the RENDEZVOUS_TIMEOUT parameter on SUBSCRIBE

Section 10.2.6 lets a subscriber say how long it is willing to wait for a publisher of a Track that has none yet. The wire layer already knew the codepoint; now Parameters and SubscribeRequest expose it as RendezvousTimeout (duration and presence, saturating on values a Duration cannot hold) and WithRendezvousTimeout puts it on a SUBSCRIBE. Absent means the subscriber wants an immediate answer, which the section spells as a default of 0, so the accessor reports absence rather than inventing a wait. A relay honoring the parameter holds the request up to that long, may choose less, and answers TIMEOUT when the wait runs out.
