Encode empty mirrored parameter headers (#6485)

Encode provided empty x-mcp-header string parameters with the MCP Base64 sentinel. This preserves the required distinction between an empty argument and an omitted header for servers whose HTTP APIs conflate the two.

Reuse the existing sentinel encoder and add focused regression coverage for empty parameter headers and round-tripping.
