chore(ci): ubuntu 20.04 databases were not able to load supautils  (#223)

* fix: pin glib version to avoid accidentally bumping it

We've now made the following changes in the release.yml workflow:

* We build inside an ubuntu 20.04 docker container because GH no longer has a
  runner for this version.
* We check that the glibc version is not accidentally bumped. Recently we
  accidentally bumped glibc version to 2.33 which failed to load on certain
  projects still on ubuntu 20.04 because they did not have glibc 2.33 available.
* We also check that supautils.so also doesn't accidentally link against any new
  libraries which would also cause similar failures.

* chore: bump version to 3.4.3

* chore(ci): pull build image from ecr
