Tighten lint, type, and test gates

Expand the ruff selection with the rule families that were already clean
here: NPY for the numpy surface these packages track, plus C4, FURB, PERF,
RET, ARG, PIE, ISC, RSE, A, N, G, LOG, Q, and S. S101 joins the test
ignores, since `assert` is how a pytest suite states what it checks.

Turn on filterwarnings = ["error"] and xfail_strict. A numpy or stdlib
deprecation is how this breaks across the 3.12 - 3.14 the classifiers
claim, and as a warning it scrolls past in a run that still reports green.

Use coverage's exclude_also, which adds to the built-in exclusions rather
than replacing them, so the pragma pattern no longer has to be restated.

ARG001: the five revision-aware decoders share one signature so the reader
calls them the same way, and three of them describe records whose layout
does not differ between revisions. Mark those three rather than break the
symmetry, and say once above them why the argument goes unread.
