Tighten lint, type, and test gates

Expand the ruff selection with the rule families that were already clean
here: NPY for the numpy surface these packages track, plus C4, FURB, PERF,
RET, ARG, PIE, ISC, RSE, A, N, G, LOG, Q, and S. S101 joins the test
ignores, since `assert` is how a pytest suite states what it checks.

Turn on filterwarnings = ["error"] and xfail_strict. A numpy or stdlib
deprecation is how this breaks across the 3.12 - 3.14 the classifiers
claim, and as a warning it scrolls past in a run that still reports green.

Use coverage's exclude_also, which adds to the built-in exclusions rather
than replacing them, so the pragma pattern no longer has to be restated.

RET505: drop the elif and else after the returns in extant_item, leaving
the ValueError at the end of the function rather than nested in a branch.
