Clean up internal/state tests

Drop comments that restated the code, rename variables and helpers to say
what they actually hold, and replace assertions that could not fail.

A few of these were real gaps rather than cosmetics. TestCheckDeleteSupported
called a void function twice and asserted nothing at all. The scoping test for
deleteStateRelatedObjects labelled every seeded object for the same state, so
removing the label selector from production broke no test; it now seeds an
object belonging to a different state that has to survive. Several tests
matched only on wrapper text, which would have let a %w to %v change slip
through, so they now use sentinel errors with ErrorIs where the chain is
genuinely wrapped and stay on ErrorContains where it is not.

Two fixtures were asserting contracts that do not exist: one stored a struct
under InfoTypeHostRoot where the driver reads back a path string, and two fake
client builders shared a single unstructured object, which controller-runtime
stamps with a resourceVersion on Add.

Coverage is unchanged at 93.9% with per-function numbers identical, and no
production source is touched.
