fix(deps): bump restify-errors to ^9.0.0

Bumps restify-errors from ^8.0.2 to ^9.0.0, which migrated off the
legacy .cause() function in favor of the spec Error.cause property.
Updates the three GH-147 test assertions in test/index.js that still
called err.cause() as a function to read err.cause as a property
instead.

Also drops Node 22 from CI and bumps the engines constraint to >=24,
since @netflix/nerror@2.0.0 (pulled in transitively via
restify-errors) requires Node >=24.
