ci: move off Blacksmith runners to GitHub-hosted (#205)

Replaces every `blacksmith-*` runner label with its GitHub-hosted
equivalent (`ubuntu-latest`, and `macos-latest` / `windows-2025` where
the job genuinely needs that OS) and drops the now-unnecessary
`# trunk-ignore(actionlint/runner-label)` suppressions, since the
standard labels are ones actionlint recognizes.

Also removes the `useblacksmith/setup-docker-builder` steps. They only
existed to wire up Blacksmith's layer cache; on GitHub-hosted runners
`docker build` already runs through BuildKit with the default docker
driver, so the builds (including `--secret` mounts) keep working and
images still land in the local store for the follow-on `docker tag` /
`docker image push`.
