feat(devices): admit any member with an address and a home group (#106)

Hand's gate admitted certified telephone responders and nobody else,
because Hand was the helpline handset and nothing more. It now also
carries messages between members, and gating that on a helpline
certification kept it from the people it was useful to.

The rule is now: Unity knows this member, they have a valid email
address, and they have a home group. A 12th-stepper with no responder
role is admitted; so is a responder still working towards certification.

Both halves earn their place. The address is what a handset is matched
on - the identity a device token is minted for and the thing an alert is
routed by - so a member without one cannot be reached and must not
enrol. It is validated rather than merely counted, because "n/a" and
half-typed addresses are in real member data and an undeliverable
address is the same as none. The home group is what separates a current
member from a stub: Reconcile's imports and half-finished admin entries
leave records with a name and nothing else.

What this gave up, recorded rather than glossed. The old gate meant a
lapsed certification stopped a handset at its next call, and that the
encrypted caller details an alert can carry only ever reached somebody
cleared to take a 12th-step call. Neither is true now: contact details
reach every enrolled handset an alert is addressed to, whoever holds it.
Scrutiny still audits every contact read, so "who saw this caller's
number, and when" is still answerable - what changed is the size of the
set that answer can come from.

The per-request re-check is untouched and is the half worth keeping. It
used to catch a lapsed certification; it now catches a record that has
stopped qualifying, and the handset still stops itself rather than
waiting for somebody to revoke it.
