request: prefer an arrived answer everywhere a request is awaited

The awaitEstablished race fixed for RemoteTrack exists identically for
FETCH, PUBLISH_NAMESPACE and SUBSCRIBE_NAMESPACE: the answer and the
request ending can land near-simultaneously, both select arms are then
ready, and a random pick turns an answered request into an error. CI
caught the FETCH flavor -- a publisher that accepts and closes an empty
response in one breath completes the fetch while FETCH_OK is still being
awaited, and Fetch() sometimes returned 'fetch response complete'
(TestFetchEmptyRange, flaky on main as well).

The prefer-the-answer logic moves into one awaitAnswer helper used by
all four request types, and TestFetchFastEnd pins the FETCH flavor the
way TestSubscribeFastEnd pins the SUBSCRIBE one.
