Mirror node-redis v5's reconnect backoff

Exponential backoff capped at two seconds with jitter, matching the modern
client's default, so processes knocked offline by the same failover do not
retry in lockstep. v5's give-up branch is deliberately not carried over: any
non-number return ends a v3 client permanently, which is the bug this fixes.

Corrects the connect_timeout comment. net.Socket.setTimeout truncates an
oversized duration to TIMEOUT_MAX and warns -- verified on Node 20, 22 and 24 --
rather than setting it to 1ms. 2147483647 remains right because it is the
largest value that arms the timer without warning on every connect attempt.
