Add CITATION.bib and a How to cite section, matching the sibling packages

Brings the citation setup in line with MicroSUS.jl and DeBRief.jl:

- CITATION.bib: ready-to-paste @software entry, same key convention
  (bertuzzi_<pkg>_<year>) and same fields.
- CITATION.cff realigned to the same key order and style as DeBRief.jl's,
  with the author's email added and `identifiers:` now listing both DOIs —
  the concept DOI (duplicating `doi:`) and the version DOI — with the same
  descriptions those packages use.
- README: `## Citation` replaced by a `## How to cite` section following the
  same structure — the software, reproducibility, the standards table
  (FORCE11, CFF 1.2.0, Zenodo+GitHub) and the concept-vs-version DOI table.

Two deliberate departures from the model, since copying it literally would
have been wrong here:

- The sibling packages open by telling the reader to cite *two things*, the
  software and the upstream database (DATASUS, Sinesp/MJSP). MissingPatterns
  ships no data — it reads whatever table it is handed — so there is no
  second object to cite, and the section says so rather than inventing one.
- Their standards table carries an ABNT NBR 6023 row, which is there because
  a retrieval date is required when citing those electronic databases. With
  no data source, that row does not apply and is dropped.

The reproducibility subsection is likewise specific: what makes a missingness
figure reproducible is the input table and the environment, plus the display
keywords (`layout`, `max_rows`/`max_cols`, `by`/`period`) that decide how rows
compress into blocks — with a pointer to the data API as the more citable,
uncompressed form.
