chore: restore coverage reporting

The coverage badge has advertised a number nobody has measured since the move
off Travis in 2021, which took the upload step with it and left the badge
pointing at a service that stopped hearing from us and eventually dropped the
repository. A badge that cannot go red is worse than no badge, because it reads
as a passing signal.

Reporting stays off the critical path deliberately. The upload raises on
failure, and neither an outage nor a contributor working from a fork should be
able to redden a build whose tests all passed.
