fix: scope optimistic landing consumption to contradicting landings (#3123)

RUL-2 clarification: the equality cut gates consumption the same way it
gates propagation. An interim landing equal to the base an optimistic
structural edit was applied on (an unchanged poll) carries no new
information — the override holds with its owning transaction instead of
flash-reverting, and still dies at settle if the server never confirms.
Landings that change the target's arrangement (array index/length per
R15, object membership) consume as before; #2719 and rapid-toggle
expectations unchanged. Contradiction marks fire inside the landing's
synchronous commit (adoptPB + setter-exit notify — the fold drain runs
after consumption), admitted only for overlaid targets. Optimistic-only
bundle +428 B min; core floor unchanged.
