Attach the sources and javadoc jars in the main build

They were only produced by the sonatype-oss-release profile inherited from
oss-parent, so any build that did not activate that profile uploaded a bundle
the Central Portal rejects for missing sources and javadocs. Declare
maven-source-plugin and an attach-javadocs execution in the main build, the way
Bit-lib4j does, so the two projects behave the same. jar-no-fork is used rather
than jar to avoid forking a second generate-sources lifecycle on every build.
