Publish through the Central Portal instead of the retired OSSRH

oss.sonatype.org has been shut down since 2025-06-30 and answers 405 to any
upload. The org.sonatype.oss:oss-parent:7 parent still pointed distribution
management (and a dependency repository) there, which took precedence over the
central-publishing-maven-plugin default, so deploying a snapshot failed.

Drop that parent and inline what it actually provided: UTF-8 source encoding,
the attach-sources and attach-javadocs executions in the signing profile, and a
distributionManagement pointing at the Central Portal. This also gets rid of the
enforcer 1.0, source 2.1.2 and gpg 1.1 versions it pinned, and of the
-Psonatype-oss-release argument it injected into the release plugin.
