appimage: let a project choose the index its wheels come from

The AppImage recipe writes a requirements.txt holding the project path
and nothing else, so pip resolves everything from PyPI. For a project on
torch that means the CUDA runtime comes too: the AppImage built out to
2.7 GB, over GitHub's 2 GiB limit for a release asset, and the upload
failed with a validation error after a five minute build.

requirements_options writes lines above the project, which is where pip
takes its options, so an extra index serving CPU-only builds is one
setting rather than a hand edit to a generated workflow.
