weights: publish the checkpoints under names carrying the version

A release asset called chart.pt is downloaded into directories that hold
files from every version of everything, where it collides with the
chart.pt of every other version. The assets are now smlab-0.0.1-chart.pt
and smlab-0.0.1-offset.pt, which a distribution can fetch straight into
its distfiles directory and install under the plain names the program
looks for. The name is derived from the release tag, so pinning one
picks up its assets too.

The checksum manifest is no longer uploaded alongside them. GitHub
records a SHA-256 for every asset of its own accord, and the copy that
matters is the one bundled in the wheel, which is what a download is
verified against and what sha256sum -c reads in the install directory.
