chore: fix CI & rely less on external actions script (#361)

The `ubuntu` image now [comes][1] with cargo preinstalled. So we can
simply make calls to rustup to install the necessary toolchain, instead
of relying on `actions-rs/toolchain`. This is also faster, because the
current default configuration already relies on rustup, so the calls are
mostly no-ops.

This is also a chance to fix a couple warnings that came up with more
recent Rust versions.
